【内容提要】通过对中国目前社会保障制度存在的主要问题进行剖析，说明了在经济体制结构调整时期，建立新的适应社会主义市场经济的社会保障制度的迫切性及重要性。认为建立有中国特色的、适应社会主义市场经济体制要求的社会保障体系，应实施社会最低生活保障，适当扩展社会保障覆盖面；完善社会保障管理体制；推动社会保障基金的统筹与运营；大力发展社会保障事业。
【英文摘要】From the analysis of the principal problems of China’scurrent social security system, the article points out theurgency and significance of a new social security systemadapted to the market economy in the period of thereadjustment of the structure of the economic system.It holdsthat in order to establish a social security system formeeting the requirements of the system of the market economywith Chinese characteristics,it is necessary to implement thelowest life assurances,considerably extend the coverage ofsocial security, perfect the management sys-tem of socialsecurity,spur on the united financing and operation of thesocial security funds and&
