【内容提要】首先介绍了发达国家中公民供给式、强制保险式和自由保险式这三种社会保障模式及其运作特征；然后分析了我国社会保障体系在目标模式选择上的模糊，即运作模式上的计划倾向、目标保障层次和保障水平的模糊性；最后得出我国可选择强制保险为主、自由保险为辅的保障模式，分层次、分地域、有重点地逐步推进，并注意行业协调问题。
【英文摘要】The paper discusses three social security modes and theirfeatures adopted in the developed countries, i. e. the freenational social insurance mode,the compulsive insurance modeand the voluntary insurance mode. Then it reveals thatChina’s social security system still remains ambiguous inmode selection,which reflect in both the central planningtendency of the current operational mode and the uncertaintyof targeting the social insurance level.
