----公共政策下的企业危机管理


摘要:
在当前形势多变的市场经济环境下,具备防患未然的危机意识并实施有效的危机管理是对企业战略管理提出的更高要求。在各种形式的危机中,政策危机是对企业发展的限制,严重阻碍着企业战略目标的实现。企业应在公共议题产生开始就着手于危机的防范,以减小不利公共政策制定后对企业造成的冲击。我国是世界摩托车生产大国,重庆的摩托车产业发展了二十余年一直是国内公认的摩托车板块龙头,但是目前愈演愈烈的地方“禁摩”政策是对重庆摩托车制造业生存发展的严重打击和严峻考验。本文以此为例证,讨论企业在面临政府的限制性公共政策时应采取的危机处理策略,也是对重庆保持“摩托车之都”的战略思考。

Crisis Management under Public Policy
Abstract: Under the current volatile situation of the market economy environment, the crisis consciousness which has to provide against possible trouble and valid crisis management are the higher request which puts forward to the business enterprise strategic management.In Various forms of the crisis,the policy crisis is the restriction which limits the development of the business enterprise and it hampers the realization of the enterprise’s strategic goals seriously.In order to reduce the adverse impact on enterprise after formulation of the disadvantageous community policy,Enterprises should have begined crisis prevention since public subject created.Our country is the world's biggest producer of motorcycles.The motorcycle industry in chongqing has been developing for more than 20 years and it is the recognized leader in the motorcycle plate.But the present increasingly fierce pratical “forbiding motorcycle”policy made serious attack on the survival development of motorcycle manufacturing industry in chongqing.Taking this as an illustration,This article discusses strategies to deal with crisis in the face of government’s restrictive policy,and it is also the strategic thinking to mantain “Motorcycle Capital” of Chongqing.
